DESCRIPTIONThe SMDC mobile station was designed to dispense petroleum products for sale or internal use. The technical specifications of the station are those imposed by the ANAF (National Agency for Fiscal Administration) requirements per Order 1378/2009, BRML (Romanian Bureau of Legal Metrology), INSEMEX (National Institute of Research and Development for Mining Security and Explosion Protection) and are described below:

LOADING AREAThe mobile station is equipped with 300litre/minute capacity fuel dispensers drived by explosion-proof motors. Their start-up is done from the push button boxes that include the alarm lamp for starting the motor and the shut-off button, one box for each product (compartment).During an automatic regime, motors are stopped by the electronic level indicator once the maximum loading level is reached (92% of its capacity). In order to fill and empty the tanks, cisterns are connected with 3-inch couplings. The piping system is equipped with Uragano ball valves which are resistant to petroleum products. Possible leaks are collected in the aluminium vats situated under the pumps. The fire protection of the station is provided by the FIRE TRACE system and the gas leak sensor monitors the integrity of the gas tanks. The precinct has a key-locking shutter door. The stop-all button allows the immediate shutdown of the loading operation. |

DISPENSING AREAFuel dispensers display the selling price, the quantity and the overall price as well as the dispensed volume. The station can be equipped with any model of fuel dispensers we produce. Transactions are monitorised by the management system installed on the PC in the operator’s booth. Hoses can also be retractable (FBD 2022).In this compartment there is an additional sensor for gas leak detection. The mushroom-type stop-all buttons are activated by twisting. By pushing them, the station is de-energized. This are is protected by a key-locking shutter door. |
OPERATOR’S COMPARTMENTThe operator’s booth is separated by a thermo panel door and window. Inside the booth there is a desk with a PC, the fiscal cash register, the UPS, the barcode reader and the automation cabinet with level displays. The video surveillance system is installed on the same PC which is also connected to a separate power source (battery) in case of blackout situations. |

ELECTRICAL WIRINGThe automation cabinet contains the electrical equipments necessary for the protection and automation of the station, the gas leak detector and the tank liquid level indicator. |
MANHOLE COVERSThe tanks have 600mm-diameter manhole covers with cover couplings on top; they allow the introduction of the measuring tape and level indicators but are also necessary for the return from the vapour recovery.The area is spark-protected. |

REQUIREMENTS FOR LOCATING MOBILE FUEL FILLING STATIONS(EXCERPT FROM THE GOVERNMENT DECISION NO. 174/2005)4.2. Mobile fuel filling stations can be emplaced only on the basis of the stipulations in the Town Planning Certificate and the Building Certificate. 4.3. The steps for emplacing a mobile fuel filling station are those legally established, namely: -preparing the documentation needed to obtain the Town Planning Certificate according to Government Decision no. 525/1996 and Act no. 10/1995; -applying for and obtaining the authorizations and permits indicated within the Town Planning Certificate; -the execution project (PT and DE-execution details or unique phase); -preparing the documentation needed to obtain the Building Certificate; -executing the works needed for the emplacement (concrete platform, electrical wiring, grounding etc.); -final reception of execution works according to Government Decision no. 273/1994 and no. 51/1996; -receiving the operating permit, depending on the case, issued by the competent territorial authorities. 4.7. Mobile fuel filling stations can be located solely outdoors, in a safe from hits and shocks seating, easily accessible from public roads and at safe distances in case of fire, stipulated within the norms. 4.8. It is forbidden to emplace a mobile station on routes of cables, pipes, tunnels, galleries etc. (others than those of the station) neither under any type of contructions (trestles, viaducts or aqueducts, etc.) 4.9. Mobile filling stations can be set at standard distances from the public roads and the access must be only from the adjacent lane by turning to the right (without disturbing the traffic on the other lane). In order to ensure proper traffic fluency, traffic indicators and adequate signaling is needed. 4.10. The minimum safety measures required between mobile filling stations and nearby constructions, installations and other structures can be studied in the following table:
4.11. Mobile stations are placed at a minimum distance of H 1.5 from high-voltage overhead lines (where H is the height of the line base), but not less than 20.00 m and 10.00 m from medium-, respectively low-voltage lines. |
